Discuss how it is possible that schools put up barriers to enrolling a child with emotional disabilities

The biggest problem for a school with emotional disabilities is sometimes the disruption to the education of other students caused by a very disruptive student.

Also -- I subbed in an LD classroom once. One child spent the afternoon on the floor under a table. She certainly was not learning in that setting.
