The Constitution, which is like the rulebook for our country, can be changed or amended in two main ways.

  1. By Congress: If most of the members of both the House of Representatives and the Senate (two parts of Congress) agree, they can propose an amendment. This needs a two-thirds vote from each part.

  2. By the States: If enough states (two-thirds of them) ask for it, a special meeting called a convention can be held to suggest changes to the Constitution.

The Founders, the people who wrote the Constitution, wanted to make amending it hard because they believed that changes should be carefully thought out. They didn't want just anyone to be able to change important rules easily. But they also didn’t want it to be impossible to change, because they knew that over time, new ideas and needs would come up. They wanted the Constitution to be flexible enough to improve and grow, while still keeping it special and stable.
