Perhaps the key is "any place." Maybe we didn't read far enough.
I agree with Ms. Sue - the "any place" is key. It lead scientists to believe that there was water ice was found "in deep craters at both lunar poles", which translates to it being in certain places of the moon, rather than everywhere, or any place. :)
