Consider that the 20lb object is being pulled behind a bid rig truck traveling at 90mph, can it then be calculated as to what amount of horsepower, is being provided to move (in our case) a 20lb object, traveling at 90mph. If yes,what amount of horsepower is being provided?

You need to know the force required to pull the object at this speed. That will depend upon aerodynamic resistance, axle friction and inelasticity of tires.

The product of that force and the velocity is the power required.
