Organizations typically worry about the requirement of laws, and try to meet the minimum requirements of the law: On audits, reporting, open meetings, records, and public notice/statements. Ethics are secondary.
Whilst the talk of ethics is esoteric and full of fury, other things take precedence, and other things usually set the bar for ethical conduct at the minimum legal requirements.
Have you ever read the Privacy Notice from your bank? Read it again, carefully. This is a good example of the above.
