Contrast the environments fostered by the learner-dominant setting and the teacher-dominant setting. Does one seem preferable to the other? Explain.

I think the learner-dominant setting is better. After all, the job of teachers is to help kids learn. Each student learns in his/her own way and at his/her own pace. Teachers need to be cognizant of this fact and plan the setting accordingly so that learning is maximized.
