Suppose we have 5 apples and 5 oranges. The FRACTION of apples is 5/10 = 0.5. To change to percent, it's the fraction x 100 so 0.5 x 100 = 50%. The 100 ADDS the percent sign.
% = [(exp-accepted)/acceted]*100. If you want to remove the 100, then the % answer changes to the fraction. The answer in your question is 11.31%.
