Ask yourself what the penalty is if a citizen doesn't do ... ? Or is there a penalty? (And by penalty, I mean the government will impose fines and maybe jail time.)

You are not required to marry a strictly American citizen. Voting is encouraged and is seen as a duty of an American citizen, but it is not required. However, if you don't pay your taxes, you will go to jail for tax evasion.
