HCl is a strong acid, it ionizes to a very great extent. It may be dilute as above, but it is a strong acid.

Diluting a strong base or acid does not change its ionization (to any significant extent). Strong acids, strong alkalines, are strong requrdless of dilutions.
Can we consider two solutions of 10^-4 M NaOH and HCl ,as weak base and weak acid solutions?

Bob Pursley makes a very good point. By definition, strong acids ionize 100%. And that has nothing to do with their concentration.
So you may have very dilute solutions of strong acids and very dilute solutions of strong bases or concentrated solutions of strong acids or weak acids. Don't confuse the word strong and weak with the words dilute and concentrated.
