Can someone tell me if this is accurate..."this was the first time in human history that a group of people consciously created a government where non had existed before"?. This is about the Pilgrims that came to America

Somehow you assume the inhabitants of Virginia that preceeded the Pilgrims had no government? Most North American natives ("Indians") would surely dispute that. Perhaps their government was not recognized by Europe, or their government was recognized as "no government".
The history of the world is oft seen through Western European eyes.
Remember, the Mayflower Compact was signed by only 41 of the 102 on the Mayflower. There were many more Indians in the woods than this number.
