No one will do all your work for you, but here are some ideas:
First of all, you need to know what your drop-out prevention plan is: how many people are needed (employees), where will the employees work; what equipment and supplies will be needed; and so forth.
1st priority ... salaries, taxes, benefits for all employees
2nd priority ... buildings (lease, utilities)
3rd priority ... equipment and supplies
