Yes, I understand polyatomic ions. Why don't you put anything after the Cu or Pb? Is it because chlorate's and nitrate's charges are 1?

You want to make the molecule zero as to charge. With Cu +3 and ClO3 -1, it takes 3 of the -1 charge to equal the one +3. In the case of Pb, it has +2 and it takes two of the -1 nitrates to make -2.
