Let x = the gallons of fuel they used in Sept. So, 12 + x is gallons used in Oct, and 2x is gallons used in November. Then just add them all!!
Let O = gallons used in Oct.
let S = gallons used in Sept.
let N = gallons used in Nov.

They used 12 more gallong of fuel oil in Oct than Sept; therefore, if we add 12 to Sept we will have the use in Oct.
O = S+12
They used twice as much oil in Nov as in Sept; therefore, if we multiply the use in Sept by 2 we will get Nov use.
N = 2S
The total is 132 gallongs.
N + O + S = 32.
Three equations. Three unknowns.
Hint: Take the total equation (the last one) and substitute values for O and N and solve for S. I think S should be 30 gallons. Check my thinking. Check my work.
Obviously, I didn't hit the 1 for the last equation. It should be
N + O + S = 132
