Yes it can. Take for example 10 M HCl. If we neglect activities for the moment and assume (H^+) = 10, then pH is -1 and pOH = 15. Of course a 10 M solution of HCl doesn't have an activity of 10 M but it certainly is more than 1 so the pH is negative something and the pOH will be greater than 14. You can find more esoteric explanations on the web and I invite you to Google the subject and read about them. One author, citing the molarity of H2O asa 55.5 give a minimum value of -2.5 for pH and 16.5 for pOH max.
