Decrease, 72/100 = negative percent.
100/72.00 = .72
.72 - 1 = 30%?

so, isn't the change in the price $28 ?

so percent of change is 28/100 = 28%

Your last two lines make no sense.
100/72.00 = .72 ??
100/72 = 1.388889 not .72
(why are you dividing 100 by 72 in the first place?)

.72 - 1 = 30%? ????? How can that be 30% ?
.72 - 1 = -.28
