1. Move decimal point to get a single
digit number that is always equal to or
greater than 1, but less than 10.
Mathematically: 1<= N <10. In your case N = 3.16 for the 1st problem.
2. Count the number of places you moved the decimal point to get scientific notation. The number is 4 and it is your exponent. The exponent is negative, because you have to move
the decimal point to the left to return to Standard Form.
