Well, you need 13 electrons around those 13 protons.
Only two fit in the first ring.
eight more in the second. Now we are at 10
So the last three fit in the third ring.
If the Al atom loses those three electrons in the outer shell
it becomes the Al+3 ion because it now has 3 more positive protons than negative electrons.
That is why for example Aluminum hydroxide is
