A full moon rises at sunset, or pretty close to sunset, but the time of sunset varies with season and location. It would be inaccurate to say that full moons rise at 18 hours military (standard) time, but that is a fair approximation for most places.

Near the poles, for much of the year the full moon, like the sun, does not rise at all.
