When asking a firm to submit a marketing research proposal, it can be considered unethical if a client is doing it:
- to see whether the firm has a solid plan to do the study (this is generally acceptable)

- a way to learn the methods that will be used to conduct the research study
- when they already know the firm they will hire for the research study
- to find out the bid the client is proposing for the research study
The unethical aspects stem mainly from using the proposal process to gain information without regard for fair competition and the firm’s intellectual property.
