Well, if I understand the question correctly, it could be concluded that political collapse can make a civilization both fall and suceed.
Examples of this are the fall of the Roman Empire mostly due to widespread corruption among the political elite.
The example I would give for a civilization suceeding would be France after the French Revolution. The ousting of the then current political system could be seen as political collapse.
Nazi Germany could be another example.

You are asked, "Are there any conclusions you can draw ... " -- and of course the answer is yes! So in answering this question, you are probably expected to provide examples on both sides -- "fall or survival." You can either present an equal number of examples on each side (which would produce a wishy-washy conclusion on your part), or you can present more of one than the other, in which case, you'd be drawing a clear conclusion, one way or the other.
