Substantial scholarship means a lot of money for tuition, etc.

When I applied to MIT, they offered me $2600, but a year's tuition, fees and lodging came to $4100.

Luckily, I did obtain a more substantial (full tuition, fees, and board & room) elsewhere.

Better check into the details when applying. Often schools have a variety of financial aid options available. They may choose which one to offer you if you just apply for general financial aid, or there may be specific scholarships available which require separate applications. It can get complicated.
They were deliberately vague by saying a "substantial" amount. There's no way of knowing from this information whether the scholarship would cover the entire tuition.

it's an academic program (honors program) at a catholic high school base on grades and they give you a Substantial scholarship
