I think the green film on the pond is probably algae, and it can make the fish sick by using up the oxygen in the water. The floating fish might be struggling because they can't breathe well due to the algae. To prove it, I could test the water for oxygen levels or ask an adult to help check for signs of pollution that might be causing the algae to grow.
