I suppose you could say that.
But I don't see a linking verb as such. I see "were" being used as an auxiliary verb (helping verb) with the main verb "to fascinate" -- the helping verb and the -ing ending make the verb in the past tense, passive mood.
All of the villagers were fascinated with new technology. were is the linking verb and is linking fascinated. Is fascinated an adjective?
