I really don't understand how to work this problem.
You had the right idea -- but you didn't set up the correct proportion.

3 is to 1 as 14 is to x.

3/1 = 14/x

Now -- cross multiply.

What do you get?
I got 4.6.
Yes -- except you should round 4.66666 to 4.7 pounds.
