c(x) = 600 * 0.0086584(900/x +x) * 1.21 = 6.286 (x + 900/x)
dc/dx = 6.286 - 56.57.4/x^2
so minimum cost is when x = 30 mi/hr

time = distance/speed, so the total cost is
c(x) = 6.286 (x + 900/x) + 20*600/x = 6.286x + 17657.4/x
dc/dx = 6.286 - 17657.4/x^2
so minimum total cost is when x = 53 mi/hr

now adjust that c(x) for the new miles and cost
