Using linear interpolation on the interval [15,23] that would be
9.5 + (22-15)/(23-15) * (11.9-9.5) = 11.6

That is, since 22 is 7/8 of the way from 15 to 23, he should produce a value 7/8 of the way from 9.5 to 11.9
