A splice uses 24 cm of rope when two ropes are tied together

What basic fraction is this of a 300 cm rope

Before the splice, it is 24/300 and you have to reduce that.

After the splice, it is 24/(300-48), and you have to reduce that. Think about this, and why. I was a Boy Scout once.
