Using the coefficients in the balanced equation, convert mols H2C2O4 to mols NaOH (that's mols NaOH = 2 x mols H2C2O4).
Then g NaOH = mols NaOH x molar mass NaOH.
Finally,
(g NaOH/mass sample)*100 = %NaOH
