since the brick dimensions divide the road dimensions evenly, it does not matter which way the bricks are laid (assuming that the brick's edges are parallel with the road's).

So, we can just divide the area of the road by the area of a brick:

(100m * 20m)/(.25m * .10m) = 80,000 bricks
