since time = distance/speed, if the speed was x,

168/(2x) = 168/x - 3
x = 28
snow storm speed --- x mph
rain storm speed ---- 2x mph

168/x - 168/2x = 3
times 2x
336 - 168 = 6x
x = 168/6 = 28

So he went 28 mph in the snow storm and 56 mph in the rain
