How many feet of fence is needed if the fence is placed 3 ft from the edge?

You don't say whether 220 ft is the diameter or the radius, or even the circumference.
If the diameter, your new larger circle has diameter 220+6 = 226
If the radius, your new larger circles has diameter 440+6 = 446
If the circumference, your new larger circle has circumference 220 + 6π
Finally, you don't say whether the fence is inside or outside the garden!
