A common contribution is essential or the maintenance of public forces for the cost of administration. This should be equitable distributed among all citizens in proportion of their means. -Declaration of the Rights of Man (article 13)

Is this the duty of paying taxes for all French Citizens?

Yes.
To support the public force there is a mandatory public tax. Each person is taxed based off of how much money they make and have. Baron de Montesquieu would have liked this because everyone is taxed based on how much they earn. No one person gets taxed a lot and no one person doesn't get taxed at all.

Yes, this specifies the duty of citizens.
