That depends upon the interval of time that you are averaging over. Is it a 15 second interval? Where was the second had at the start of the interval? You will need to know that in order to specify the direction of the average velocity.
Draw a line between the positions of the end of the second hand at the beginning and end of the interval. Then divide the length of that line by 15 seconds, the interval length.
The number you get will be the average velocity in units of cm/s
