he has only received 84 out of a possible 208 issues, so he should pay 84/208 of the $228
which is $92.08
So his refund should be $228 - 92.08 = $135.92

I do not understand what your calculation is supposed to say. Your answer should make no sense to you.
He hasn't even received half his issues, so how can his refund be less than half his total cost???
