I think you mean:

9x + 2 = 13/5

Multiply both sides by 5.

45x + 10 = 13

45x = 3

x = 3/45 = 1/15

If it is as Jen indicates, again multiply by 5.

9x + 2 = 65

9x = 63

x = 7

It seems that Jen was right.
