ok, I guess you didn't like the volume ratio solution, so here is the general algebraic solution.
You have two solutions, one at 19% acid, and the water at 0% acid.
If you use x ml of water, the final solution will have (x+50)ml volume.
The amounts of acid in each component solution must add up to the amount of acid in the final solution. That is,
