Spring tides occur when the earth, sun, and moon line up. Therefore they happen at full moon and new moon. If they are the highest of the season as well as the month, the moon is probably close to earth.

the highest ides of the season occur because the sun and the moon are in the same position so their gravity pulls the water creating high tides
