10,000 = 10,000 e^0 if t = 0 at 1982
1995 - 1982 = 13
35,000 = 10,000 e^(k*13)
ln(3.5) = 13 k
k = 1.253/13 = .09637
300,000 = 10,000 e^(.09637 t)
