I have to write an English paper discussing a current event; I chose Obama Care, but was told it is not a current event. I know the bill was passed in 2014, but discussions are still being posed about it and there are continuing developments, so why is this not a current event?

Seems current enough to me. Today's paper has a story about it. Maybe your paper could discuss, not the passage of the bill, but some of the recently revealed complications and effects thereof.

The current event about the Affordable Care Act is the ongoing struggle with convincing people to sign up and fixing the web site. Here's ACA news from the last day or so.
