If angle 1 and angle 2 are vertical angles and measurement angle 1= 3x+17 and measurement angle 2= 4x-34 what is measurement angle 1?

If by vertical angles you mean opposite angles when 2 lines intersect, then they must be equal, so ...
4x- 34 = 3x + 17
x = 51
and angle1 = 3(51) + 17 = 170
4x- 34 = 3x + 17
x = 51
