if you don't consider the arrangements of the rows important, then there can be

8,7,6,5,4,3,2,1 rows of 2 plants
That is, 8 ways to determine how many 2-plant rows there are. (There must be at least one of them.) The rest of the rows have 1 plant each.

you need to put the plants in rows. Rows with 2 plants and 15 rows of 1 plant
2 rows of 2 and 13 of 1, 3 rows of 2 , and 11 of 1, 4 rows of 2 and 9 rows of 1, 6 rows of 2 and 5 of 1, 7 rows of 2 and 3 rows of 1. and the last is 8 of 2 and 1 of 1. You get 8 different ways.
