how do you find the x & y intercept of the equations y=-3 x=4 without graphing them?

Not sure what you have. If those are two equations, then you need to realize that
y = -3 is a horizontal line, with no x-intercept. The y-intercept is, naturally, y = -3!
similarly for x=4, since it's a vertical line.
