What does that ' mean? Does it mean that the x is raised to a certain power? If it does,
f(x) = 3x^3 - 4x^2 + 2x + 555
Substitute x = -5 to the function:
f(-5) = 3(-5)^3 - 4(-5)^2 + 2(-5) + 555
f(-5) = -375 - 100 - 10 + 555
f(-5) = 70
