why do you round 73 753 to 74 000 or 70 000 but not 73 000

If you're rounding to the nearest thousand, they you must round up because it's closer to 74,000 than to 73,000.

If you're rounding to the nearest 10,000, then it's closer to 70,000 than to 80,000.
