A circle Γ is tangential to the x-axis and also internally tangential to the circle with radius 14 centered at C=(0,28). Given that the center of Γ is (7,a), what is a?

I must be missing something. The circle centered at (0,28) with radius 14 comes nowhere near the x-axis. No circle internally tangent to it can also be tangent to the x-axis, since it must have radius less than 14.
