molarity is the amount of solute dissolving in a liter of solute. H2O in the oxalic is simply water and so does not affect the molarity of the solution. The important part is the mass or mole of the pure oxalic acid.

so, find the actual mass of the pure oxalic acid. 0.63g is the mass for both the oxalic acid and water. You only need the oxalic acid mass.

then find the mole of pure oxalic acid from the mass you find. and finally, divide that mole with the volume in liters to get your molarity.
