You clearly haven't studied and understood the information in the linked webpage.

When a sentence is in ACTIVE voice, the SUBJECT is doing the ACTION.

So ask yourself these questions:

Who did the congratulating?
Who did the walking?

Part of the "trick" to getting rid of passive voice is to get the "to be" verb forms out of the verb phrase.

Read that linked webpage carefully. Do you understand what the arrows are indicating? They indicate the reversal of words, so that the "actors" become the subjects and the receivers of the action become the direct object.
