By 1/5r you mean r/5 or 1/(5r)?

z^3 . z^3 = z^6

x^12/x^3 = x^9

If you mean r/5<2, multiply each side by 5, leaving you with r<10. If you mean 1/(5r)<2, multiply each side by 5r, leaving you with 1<10r. Then divide each side by 10 and r>1/10.
