These are probably the simplest rules. Any way you can get from 2 to 4 will be acceptable.

There are two ‘direct’ ways to get from 2 to 4. They would be:
2+2=4
And/or
2x2=4
So, you can either ‘add’ 2 or ‘multiply’ by 2.
