I think A is the statement that is not true. But if A is not true, then E must be false also.

I would say that it would have to be at least one solute must be dissolved in a solvent not the other way around.

I would make a note to question the teacher about the answers. Because, if A is true then E MUST be fasle, also, since not all of the statements are true. Therefore, the correct answers are A and E.
A. Solute must be dissolved in solvent.
B.Concn can be measured in solute mols/volume of solution (molarity) or solute mols/mass solution (malality).
C. We generally call the one in larger amount the solvent.
D. We generally call the one in smaller amount the solute.
